Position Overview
We are seeking an experienced Technical Program Manager (TPM) / Cloud Delivery Lead to lead enterprise-scale cloud transformation, application modernization, and Agile delivery initiatives within a large financial services environment.
The ideal candidate will possess a strong blend of AWS Cloud Architecture, Technical Program Management, Agile Delivery Leadership, Data Engineering, DevOps, Microservices Architecture, and Mobile/Web Application Delivery experience. This role requires close collaboration with engineering teams, product owners, architects, business stakeholders, UX teams, and QA teams to ensure successful delivery of enterprise technology solutions.
The candidate will be responsible for driving technical programs from inception through production deployment while ensuring scalability, security, performance, cost optimization, and operational excellence.
Key Responsibilities
Technical Program Management & Delivery Leadership
- Lead end-to-end delivery of complex enterprise technology programs and cloud transformation initiatives.
- Establish governance models, delivery standards, execution frameworks, and operational procedures for Agile teams.
- Drive program planning, roadmap development, dependency management, risk mitigation, and stakeholder communication.
- Manage project scope, timelines, budgets, resource allocation, and delivery milestones.
- Facilitate cross-functional collaboration between business, engineering, architecture, QA, DevOps, and product teams.
- Create and maintain program dashboards, status reports, executive communications, and project documentation.
- Drive resolution of critical production issues, escalations, and delivery blockers.
- Manage multiple concurrent projects while ensuring timely and high-quality delivery.
- Build consensus, secure stakeholder commitment, and negotiate priorities across business and technology teams.
AWS Cloud Architecture & Engineering Leadership
- Lead support and optimization of AWS infrastructure, cloud networking, automation, and platform performance.
- Design and architect enterprise cloud solutions that balance security, scalability, reliability, performance, and cost efficiency.
- Mentor development teams on AWS best practices, cloud-native architectures, and modernization strategies.
- Partner with cloud engineering teams to define cloud migration, modernization, and optimization roadmaps.
- Support implementation of Infrastructure as Code (IaC), automation, and cloud governance practices.
- Review cloud architecture designs and ensure alignment with enterprise standards.
- Drive cloud operational excellence, monitoring, disaster recovery, and resiliency initiatives.

Architecture & Application Delivery
- Drive technical design discussions and architectural decision-making across web, mobile, cloud, and enterprise applications.
- Support Microservices Architecture design and implementation.
- Coordinate with backend development teams for RESTful API development and integration.
- Collaborate with UX/UI teams for design clarification and user experience improvements.
- Ensure applications comply with ADA accessibility standards and enterprise compliance requirements.
- Guide engineering teams through architecture reviews and technical solution assessments.
- Support application modernization and cloud-native transformation initiatives.
Data Engineering & Analytics Programs
- Lead technology programs involving:
- Data Warehousing
- Business Intelligence
- Big Data Platforms
- Data Analytics
- Data Visualization
- Master Data Management (MDM)
- Coordinate with Data Engineering teams to deliver scalable data solutions.
- Support enterprise reporting, analytics, and data modernization initiatives.
- Ensure alignment between business requirements and technical implementation.
DevOps & CI/CD
- Drive adoption of CI/CD best practices across engineering teams.
- Collaborate with DevOps teams to automate build, deployment, testing, and release processes.
- Support implementation of DevOps pipelines using:

- Jenkins
- CI/CD Frameworks
- Automated Testing Tools
- Ensure deployment reliability and release management excellence.
Stakeholder & Business Management
- Communicate complex technical concepts clearly to technical and non-technical stakeholders.
- Partner with business leaders to understand strategic priorities and translate them into executable delivery plans.
- Facilitate requirement clarification sessions with:
- Product Owners
- Business Analysts
- QA Teams
- Engineering Teams
- Architecture Teams
- Coordinate meetings across distributed teams and multiple geographic locations.
- Manage change requests, project dependencies, and stakeholder expectations.
- Establish communication plans and ensure effective execution.
Required Qualifications
- Bachelor's or Master's Degree in Computer Science, Information Technology, Engineering, or related discipline.
- 10+ years of IT experience.
- 5+ years of Technical Program Management experience.
- Strong AWS Cloud Architecture and Infrastructure experience.
- Experience leading enterprise application delivery programs.
- Experience managing Agile Scrum teams.
- Experience in cloud platforms such as AWS, Azure, GCP, or PCF.
- Strong understanding of Microservices Architecture.
- Prior software engineering, web development, or mobile development experience.
- Excellent communication, leadership, analytical, and organizational skills.
